Prime Minister Andy Burnham has committed to a thorough evaluation of the current policy regarding the early release of inmates. While speaking to the press in Bath, Burnham stated he would closely examine the program before any further progression, though he stopped short of promising a complete overhaul of the existing approach.
The Prime Minister noted that historical underinvestment in the penal system has resulted in an untenable situation regarding prison capacity. Since September 2024, thousands of detainees have been released to manage overcrowding issues.
This scrutiny follows public outcry from the mother of PC Andrew Harper, who described the potential early release of two individuals convicted of her son’s manslaughter as highly offensive. Jessie Cole and Albert Bowers, who received 13-year sentences, might qualify for release under the Sentencing Act recently enacted by Sir Keir Starmer’s administration. This legislation was intended to alleviate strain on jails by reducing time served for certain offenders. Burnham confirmed he would coordinate with the justice secretary to ensure all aspects of the policy are scrutinized.
