Ofsted Issues Compliance Notice to Bright Horizons Nursery Group

Ofsted has placed the Bright Horizons nursery chain under a compliance notice after uncovering leadership and safeguarding failures across dozens of their English locations.

Bright Horizons, a major nursery provider managing 247 locations across England, has received a formal compliance notice from Ofsted following identified issues with their child protection standards. Between October 2025 and June, the education regulator conducted 172 separate inspections and meetings, discovering failures in 75 of those settings. These shortcomings relate primarily to organizational leadership, internal governance, and the consistent application of safety protocols.

The regulatory intervention was triggered by a grave safeguarding incident that occurred last September. While the majority of the group’s individual nurseries continue to meet required standards, Ofsted noted that the provider has failed to guarantee uniform safeguarding efficacy across its entire network. A particularly notable case involves a north-west London location that closed in May 2025 following the crimes of Vincent Chan, a former employee convicted of dozens of sexual offenses against children.

By the deadline of August 1, Bright Horizons must demonstrate that senior leadership fully grasps and enforces safeguarding policies. They are also required to show that staff concerns are properly documented and escalated, including strict adherence to protocols for handling allegations against employees. Sir Martyn Oliver, His Majesty’s chief inspector, emphasized that the organization must improve its high-level management practices. Failure to rectify these problems could result in Ofsted revoking registration or imposing restrictive conditions on the provider.
