The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has formally charged former Kaduna State Governor Nasir El-Rufai at the Federal High Court in Kaduna. The legal action involves a suspected N8.68 billion fraud connected to a security surveillance project.
Alongside the former governor, charges were filed against his former aide, Jimi Adebisi Lawal, and five corporate entities. The defendants face accusations involving money laundering, corruption, and financial impropriety. The 11-count charge is being heard by Justice Hauwa’u Buhari under file number FHC/KD/93C/2026.
The companies named in the lawsuit are Singularity Network Security Limited, Solar Life Nigeria Limited, Knowledge Investment Nigeria Limited, Intercellular Nigeria Limited, and Noble Coast Resources Limited. Additionally, Bashir El-Rufai, the former governor’s elder brother, is mentioned in the filing but is reportedly currently at large.
Prosecutors claim the legal trouble arises from the contract for the design, procurement, and installation of a CCTV surveillance network throughout the city of Kaduna. The ICPC alleges that while in office, Nasir El-Rufai authorized the payment of more than N8.68 billion to Singularity Network Security Limited, despite the firm purportedly lacking the necessary expertise and infrastructure to complete the work.
