The Federal Government has officially introduced the Human Resource modules within the Integrated Personnel and Payroll Information System (IPPIS). This new digital framework is designed to automate key administrative tasks, including staff deployments, promotions, and leave requests across the Federal Civil Service.
Mrs. Didi Esther Walson-Jack, the Head of the Civil Service of the Federation, announced the launch during an event in Abuja. She stated that the platform aligns with the Renewed Hope Agenda of President Bola Tinubu, aiming to modernize public service operations. According to Walson-Jack, the system replaces outdated manual methods with a unified digital approach that covers the entire career trajectory of an employee.
The system supports essential functions such as biometric enrollment, payroll management, and data analytics across 508 ministries, departments, and agencies. Importantly, the digital transition effectively halts the tradition of lobbying for specific job assignments, as all postings will now be managed through the automated system. By centralizing these records, the government expects to minimize administrative delays, eliminate record duplication, and improve overall transparency.
The platform, which was developed by Nigerian firm SoftAlliance and Resources Limited, replaces the previous Oracle-based system. Dr. Bisi Aina, the company’s managing director, emphasized that this indigenous solution helps reduce reliance on foreign software while keeping sensitive personnel data localized. Other officials, including Accountant-General Shamseldeen Ogunjimi and Federal Civil Service Commission Chairman Prof. Tunji Olaopa, praised the move as a vital step in enhancing fiscal discipline and workforce efficiency.
While the technology provides a foundation for future improvements, Mrs. Walson-Jack urged government agencies to also update their internal work cultures to ensure the new system does not simply replicate old bureaucratic inefficiencies. Permanent secretaries and human resource directors have been tasked with overseeing the effective adoption of this technology across their respective organizations.
