Kaduna State’s Open Governance Reforms Receive International Recognition at UCLG World Congress

The UCLG World Congress in Morocco recognized Governor Uba Sani of Kaduna State for his administration’s successful implementation of open governance, fiscal transparency, and strategic human capital investment.

During the United Cities and Local Governments (UCLG) World Congress in Tangiers, Morocco, the international body praised Governor Uba Sani for his dedication to democratic governance and transparency. Alhaji Mukhtar Ahmed Mohammed, representing the Governor at a session on democratic transformation, highlighted the state’s advancements in human capital and planning.

The administration’s SUSTAIN Agenda focuses on security, infrastructure, and institutional growth. Key achievements include the construction of 736 classrooms, the hiring of 10,000 teachers, and the refurbishment of 255 primary healthcare facilities. Furthermore, the government has invested in 23 specialized excellence centers and revitalized over 500,000 hectares of farmland.

Accountability remains a priority, with all 23 local government areas joining the Open Government Partnership. The state has implemented participatory budgeting and citizen-led audits to ensure fiscal responsibility. Notably, the Community Development Charter mandates that five percent of capital spending be directed toward community-nominated projects, supported by a 100 million Naira allocation for each of the 255 political wards.

Kaduna has also achieved a perfect score in the BudgIT States Fiscal Transparency League. Governor Sani’s administration maintains that sustainable progress relies on active citizen involvement in policy and project oversight. Information Commissioner Malam Ahmed Maiyaki noted that this recognition in Morocco reflects the state’s effective use of transparency to foster trust and long-term development.
