Nigerian Communications Commission Plans Zero-Data Access for Educational Websites

The NCC is developing a policy to eliminate data costs for approved educational platforms, aiming to broaden access to digital learning for students across Nigeria.

The Nigerian Communications Commission (NCC) is working to provide free access to authorized digital learning portals across the country. This initiative seeks to eliminate data fees, which currently hinder millions of Nigerian students from utilizing online education resources.

A public meeting was recently convened in Abuja to discuss the framework for zero-rated access. The event included participants from mobile network operators, government bodies, civil society, and educational organizations. Representing NCC Executive Vice Chairman Dr. Aminu Maida, Director Ayuba Shuaibu emphasized that the program intends to lower financial barriers to digital classrooms.

The consultation focused on establishing criteria for eligibility, funding models, and governance to ensure the policy is sustainable and transparent. Mrs. Folahade Lojede, speaking for the Federal Ministry of Communications, Innovation and Digital Economy, highlighted that affordable internet is vital for national digital growth. Similarly, Mrs. Zainab Suleiman Abubakar of the Federal Ministry of Education noted that the plan supports the Nigeria Education Sector Renewal Initiative, though she suggested a pilot phase to address safety and accessibility concerns.

UNESCO specialist Dr. Yinka Oyerinde praised the move as a timely step, noting that existing investments in digital literacy have prepared the ground for this transition. The project aims to foster equity while ensuring learners can access resources without the pressure of data costs.
