Rivers State Governor Siminalayi Fubara is set to deliver the 2026 Appropriation Bill to the State House of Assembly this Friday. This action arrives as a pivotal move to resolve the fiscal ambiguity that has persisted in the state for several months.
This development occurs after the legislature sanctioned the 2026–2028 Medium Term Expenditure Framework two weeks ago. This foundational document establishes the state’s revenue goals and spending strategies for the upcoming three-year period. Based on the framework, the government anticipates a budget of N1.84 trillion for 2026. This includes roughly N400 billion for recurrent costs and over N1.4 trillion dedicated to capital infrastructure, highlighting the administration’s focus on development.
House Speaker Martin Amaewhule praised the executive branch for the blueprint. Nevertheless, he questioned the accuracy of the revenue forecasts, suggesting that the document fails to account for current global oil market conditions. The delay in presenting this budget had previously generated public concern and rumors regarding ongoing tensions between the executive and legislative branches. Once formally submitted, the legislature will review the proposal before it can be enacted into law.
