Admiral Sir Tony Radakin warns that if Andy Burnham becomes prime minister, he must look beyond domestic policy and pass a Moscow test to ensure national security and robust defence spending.

Former Chief of the Defence Staff, Admiral Sir Tony Radakin, has stated that potential Prime Minister Andy Burnham must prioritize a Moscow test for his policy decisions. While Burnham previously emphasized the importance of the Makerfield constituency test for legislation, Radakin argued that global threats necessitate a wartime leadership approach. This advice arrives as the administration nears the release of its Defence Investment Plan ahead of the July Nato summit.

Radakin emphasized that the next leader is tasked with keeping the nation secure, which requires boosting defence spending to 3.5% of GDP by 2035. He described current military capabilities as insufficient, pointing to the need for more funding for daily operations, including equipment maintenance, aircraft availability, and ship readiness. The Admiral warned that falling short on these financial commitments risks damaging relationships with key allies, particularly the United States.

The debate over military funding has caused internal friction, leading to the resignations of Defence Secretary John Healey and Armed Forces Minister Al Carns. While reports suggest a gap between the Ministry of Defence’s request for £28bn and the £10bn currently on offer, successor Dan Jarvis maintained that national security remains a primary concern for the government. Jarvis affirmed that the administration remains committed to finalizing the defence plan before the upcoming Nato meetings in Turkey.
