The 2026-27 season introduces a series of new regulations across all levels of English football, from the Premier League down to the grassroots level, intended to curb time-wasting and improve overall match speed. These changes were first tested during the World Cup and aim to discourage tactical delays by implementing countdowns for throw-ins and stricter penalties for goal-kick delays. Players substituted must now exit the pitch within 10 seconds or risk leaving their team short-handed for one minute. Additionally, injury protocols have been tightened, requiring players who cause a stoppage to remain off the field for one minute, with limited exceptions.
To prevent the common tactic of using goalkeeper medical breaks for tactical coaching, a new rule mandates that if a keeper requests treatment, an outfield player must temporarily leave the pitch. Furthermore, goal-kick rules have been standardized; once a ball is put into play, any handball by a defender within the box will result in a penalty. Finally, VAR protocols have been adjusted to allow reviews on second yellow cards leading to red cards, as well as attacking fouls preceding set-piece goals, though the scope remains narrower than the experimental rules used at the World Cup.
