Thames Water provided a £1 million signing-on bonus to its finance director, Steve Buck, in July. This payment occurred while the utility firm faces significant financial instability, including a debt pile of approximately £20 billion and the potential for temporary state control.
Although Buck began his role in April 2025, the substantial payout was delayed until last month while the firm sought legal counsel regarding its contractual duties. Disclosure of this transaction originated from a correspondence sent by the Thames Water chairman to the Commons Environment, Food and Rural Affairs Committee. Reports suggest the funds were drawn from emergency capital provided by the company’s creditors.
Thames Water remains in negotiations with lenders and government representatives to avoid a special administration regime. If these talks fail, the company would move into a form of temporary nationalisation to ensure service continuity. Prime Minister Andy Burnham has indicated a preference for increased public oversight of water and energy infrastructure. Meanwhile, chief executive Chris Weston has cautioned that a special administration could impose significant financial burdens on taxpayers, arguing instead for a rescue proposal backed by current creditors.
The company continues to struggle with its reputation following years of backlash over sewage spills and infrastructure leaks. Ofwat, the industry regulator, imposed a record £122.7 million penalty on the utility last year, stating that the firm failed both its customers and the environment. While Weston has expressed a desire for improvement, he maintains that certain regulatory performance goals are currently unachievable.
