Pavel Durov, the creator of the messaging platform Telegram, is facing formal charges in Russia. Officials allege that his application has been utilized by Ukrainian intelligence services for recruitment purposes. According to the FSB, the country’s domestic security agency, Telegram has failed to purge channels, chat groups, and automated bots that facilitate acts of sabotage and terrorism within Russian borders.
An international warrant has been issued for the arrest of the Russian-born entrepreneur, who currently resides overseas. In response to the allegations, the official Telegram account on X shared a photograph of Durov making an offensive gesture. Historically, Durov has contended that Moscow invents excuses to limit public access to his platform. Despite these ongoing restrictions, the app remains widely used by tens of millions of people in Russia.
Durov has maintained his residence outside of his home country for many years and is a dual citizen of France and the United Arab Emirates. It remains uncertain whether international law enforcement agencies will honor the arrest warrant requested by Russia.
