Lagos State Prohibits Mandatory No-Refund and No-Return Policies

Lagos State has warned businesses that ‘no refund, no return’ policies are illegal and cannot override consumer protection rights when products or services are defective or misrepresented.

The Lagos State Government has formally cautioned local businesses against implementing strict policies such as no returns, no refunds, or no cancellations after payment. According to the Lagos State Consumer Protection Agency (LASCOPA), these commercial conditions cannot supersede the rights granted to buyers by law.

Afolabi Solebo, the General Manager and CEO of LASCOPA, emphasized that while companies may establish standard operating procedures, they cannot strip consumers of legal protections. These protections specifically apply when items are found to be faulty, hazardous, misrepresented, or unsuitable for their intended use. Solebo stated that any business practice designed to nullify these rights is considered deceptive and legally invalid.

The agency is actively working to curb unfair trade practices and expects businesses—including hospitality and event service providers—to adopt transparent, equitable policies. Consumers are encouraged to maintain proper documentation of their purchases and report any instances of unfair treatment or defective products directly to the LASCOPA office located on Allen Avenue, Ikeja, or via the agency’s official contact channels. Ultimately, the government aims to foster a secure and competitive marketplace where both traders and buyers operate with mutual accountability.
