Olubunmi Kuku, the Managing Director of the Federal Airports Authority of Nigeria (FAAN), stated that resolving the long-standing conflict between the federal government and Bi-Courtney Aviation Services Limited will enhance investor trust in aviation Public-Private Partnership (PPP) initiatives. Bi-Courtney operates the Murtala Muhammed Airport Two in Lagos.
In May, the Federal Executive Council finalized an agreement to end the two-decade-long disagreement with the company, which is led by Wale Babalakin. The legal and operational friction previously involved disputes over terminal control, financial obligations, and exclusivity agreements.
Speaking at the African Air Transport Convention & Expo 2026 in Lomé, Togo, Kuku emphasized that successful PPP models rely on regulatory stability, institutional integrity, and project consistency rather than just funding. She noted that the recent renegotiation of the Bi-Courtney contract under the current administration signals a more stable environment for future concession agreements.
Regarding the funding of the aviation sector, Kuku argued against creating new financial institutions. Instead, she urged existing lenders to establish dedicated aviation departments that possess the technical expertise to support industry stakeholders and assist in creating viable projects.
