U.S. Office of Public Management to Use AI in Government Downsizing Efforts

The United States Office of Public Management (OPM) has unveiled plans to incorporate artificial intelligence (AI) into its operations to enhance job efficiency as part of a broader initiative to reduce the size of the federal workforce.

Scott Kupor, the newly appointed director of OPM, stated on Monday, July 21, that he brings a “Silicon Valley” approach to leadership—focused on employee motivation and performance optimization—and aims to deploy AI to streamline various agency functions.

In a briefing with The Post, Kupor described AI as “the most significant disinflationary technology” seen so far, explaining that while it won’t replace every job, it can significantly boost the efficiency of many roles and may also lead to new job opportunities.

Despite assurances that AI won’t be used to directly eliminate jobs, the agency is undergoing a major staff reduction. OPM expects to reduce its workforce by one-third—from 3,110 to approximately 2,000 employees—by December 31, mainly through voluntary exits. The number of contractors will also be halved from 1,200 to 600.

Kupor identified tasks such as customer service and analyzing large volumes of public comments as areas where AI could be particularly useful. He suggested that AI tools could assist with summarizing feedback and managing information more efficiently.

He emphasized the need to prepare OPM staff for an AI-oriented future, aligning with President Trump’s goal for the U.S. to become a global leader in AI development.

Kupor concluded by noting the evolving nature of government work: “It’s a safe assumption that in five to ten years, the kinds of jobs and skills we require will be very different. We need to ensure the federal talent pipeline is ready for that future.”
