FG Launches Digital Learner ID System for 1.9 Million WAEC and NECO Candidates

The Federal Government of Nigeria has officially introduced the Learner Identification Number (LIN) system, issuing unique digital identities to over 1.9 million students registered for the 2026 WAEC and NECO examinations.

Announced on Friday by the Federal Ministry of Education, this reform aims to create a permanent, traceable academic record for every student in the country.

Core Objectives and Strategic Vision

Education Minister Dr. Maruf Alausa characterized the initiative as a pivotal element of President Bola Tinubu’s Renewed Hope Agenda, focusing on technology-driven governance. The system is designed to:

• Ensure Academic Continuity: Provide a lifelong identifier that follows a student from “classroom to career.”

• Improve Data Integrity: Strengthen education planning and enable the government to perform timely interventions based on accurate data.

• Modernize Management: Integrate student data into the Digitised National Education Management Information System (NEMIS).

Functional Features of the LIN

The new identification number is not merely a serial code; it is a structured data point containing:

• Geographic & Institutional Data: Information on the student’s State, Local Government Area, and specific school.

• Consistency: The record remains attached to the student even if they relocate or transfer to a different institution.

• Verification: Linking students to verified school records will significantly reduce examination impersonation and boost the credibility of national assessments.

Social and Educational Impact

Beyond administrative efficiency, the ministry highlighted several long-term benefits:

• Addressing Dropouts: The platform will help authorities identify out-of-school children and track progression rates to detect and prevent dropouts.

• Targeted Support: Data gathered through the system will allow for more precise educational interventions and resource allocation.

Future Rollout and Compliance

While the first phase focuses on current 2026 examination candidates, the government plans to expand the system to all learners in public and private schools nationwide.

This expansion will be facilitated through the Annual School Census and national data frameworks.

The Ministry of Education has called on all stakeholders—including parents, schools, and examination bodies—to ensure full compliance with this new digital framework.
