The Liberal Democrats have called on Andy Burnham to halt a move they label a potential destruction of patient safety measures within the government’s NHS modernization strategy. Under the proposed NHS Modernisation Bill, Healthwatch England, an independent patient advocacy group, faces closure, as does the Health Service Safety Investigation Bureau (HSSIB), which handles safety inquiries.
Government officials maintain these changes will reduce red tape and enhance safety standards. However, the Liberal Democrats argue this creates a scenario reminiscent of the Stafford Hospital crisis, where administrative failings led to hundreds of preventable deaths between 2005 and 2008. The party is concerned that shifting oversight responsibilities to integrated care boards and the Care Quality Commission (CQC) removes vital independent checks and jeopardizes whistleblower anonymity.
The legislation also includes plans to centralize health and social care operations under the Department of Health and Social Care, resulting in the dissolution of NHS England. Helen Morgan, the Liberal Democrat health spokesperson, described the policy as a regressive step for patient care and called for immediate revisions to ensure transparency and accountability remain intact. While the government insists that whistleblowers will retain protections and that patient voices will actually be strengthened by these reforms, critics such as the Local Government Association fear that removing an independent body will leave the health service to essentially evaluate its own performance without external scrutiny.
