The Home Office is preparing to launch a new system of capped, legal pathways for asylum seekers to enter the UK later this year. Inspired by the Canadian model, this initiative will permit universities, businesses, and community groups to act as sponsors for refugees.
Home Secretary Shabana Mahmood stated that these measures aim to balance humanitarian obligations with public order. The policy intends to secure the system against misuse while maintaining support for those fleeing conflict and persecution. Alongside these new entry routes, the government plans to adjust how modern slavery and human rights regulations are applied to asylum claims to minimize fraudulent applications.
These changes include modifications to how family life rights under the European Convention on Human Rights are utilized during appeals. Furthermore, protections under the Modern Slavery Act will be restricted for individuals with custodial sentences or forged documentation. While university-led sponsorship applications begin later this year for a 2027 start, a business-led refugee work route is scheduled for next year.
The government confirmed that total numbers under these programs will be capped, beginning at low levels with strict vetting for all sponsoring organizations. This policy shift occurs amid internal government friction regarding broader visa reforms, specifically involving disagreements between the Home Secretary and junior minister Mike Tapp over exemptions for foreign care workers.
