The Nigerian government has unveiled a fresh operational strategy to enhance how it reintegrates former terrorists and individuals previously engaged in armed conflict. Maj Gen Adamu Laka, National Coordinator of the National Counter Terrorism Centre, introduced these Standard Operating Procedures during a validation workshop in Abuja.
This initiative targets the federal level and three pilot states: Kaduna, Katsina, and Zamfara. The program prioritizes non-military solutions to foster lasting peace in areas impacted by instability. By moving beyond high-level policy, these guidelines aim to create a structured approach to disarmament and demobilization.
Laka explained that the new procedures will clarify the roles of various agencies, ensuring transparency and better collaboration. The framework was built upon stakeholder feedback, national security data, and global standards to ensure practical and effective application across the country.
