Nnadubem Moghalu, the Senior Special Assistant to the President on Planning and Research, stated that President Bola Tinubu has not instructed the committee on specific requirements for the upcoming National Policing Bill. Speaking on Channels Television, Moghalu emphasized that the legislation is the result of an inclusive consultation process featuring stakeholders, state authorities, and the general public.
Serving as Secretary of the Presidential Working Group, Moghalu noted that the President prefers a functional and practical policing structure over influencing the legal specifics. He explained that recent constitutional amendments established the basic foundation for a dual policing system, while the new Bill aims to define the operational realities. This includes critical areas such as funding, recruitment, training, and cross-border jurisdiction, particularly regarding suspects fleeing between states.
A 26-member Policy Advisory Committee, led by retired Justice Muhammad Abba Leman, will oversee the development of the draft. This group includes experts from the judiciary, security services, and state offices. The government has opened the process to public input across 17 thematic areas. Moghalu encouraged all Nigerians to participate, highlighting that effective law enforcement is a universal concern that touches every citizen regardless of status.
