The Welsh Rugby Union has detailed its roadmap for consolidating the professional game from four teams down to three by the 2028-29 season. This restructuring will result in one team each for the capital, the east, and the west, forcing the Ospreys and the Scarlets to compete for the final remaining licence. While the WRU has indicated that Cardiff and the Dragons are set to secure the capital and east licences respectively, the future of the western spot remains a point of contention.
A formal decision-making process is scheduled to begin in December and reach a conclusion before the 2026-27 season ends. Professional Rugby Board chair Marianne Okland emphasized the need for an orderly transition to mitigate instability for players and investors. Although a merger between the Ospreys and Scarlets has not been ruled out, officials aim to manage the situation through collaborative discussions following the November international matches.
The governing body previously confirmed this transition would not commence until 2028 following the collapse of a potential ownership deal involving the Ospreys. WRU vice chair John Manders noted that new support structures and player pathways are already being established to ensure the long-term viability and competitiveness of the remaining professional entities.
