Havat Gilad remains an unauthorized outpost built without official planning approval. While the Israeli government has considered legalizing such sites, human rights organizations like Peace Now point out that much of the construction occurs on privately owned Palestinian land. Despite the legal ambiguity, the expansion of these settlements continues alongside rising violence.
