This guide is a key component of the National Biometric Enrollment and Passport Modernisation Programme. Under these new regulations, all citizens are required to finalize their enrollment by July 31, 2027, to keep their passports valid. Global appointment scheduling became available on May 1, 2026, and is currently managed through Authorised Agents.
The enrollment follows a four-step model: scheduling through an agent, confirming with a government service provider, completing the in-person biometric capture, and obtaining official confirmation. Officials noted that the in-person session is efficient and needs to be performed only one time. These steps remain uniform regardless of the citizen’s location.
Specific instructions are provided for families, including how to handle appointments for dependants and children under 16, who must be accompanied by a guardian. The Citizenship Unit suggests that families coordinate their schedules to ensure everyone completes the process ahead of the deadline. The guide also covers required documentation and arrival procedures. To assist a global population, the documentation is available through official channels and Authorized Agents in English, Arabic, Simplified Chinese, and Traditional Chinese.
