The government of Ondo State has issued a formal directive to traditional rulers, explicitly forbidding them from converting their palaces into detention facilities or running independent judicial systems. Dr. Kayode Ajulo, SAN, the Attorney General and Commissioner for Justice, communicated this during a workshop held in Akure for local monarchs.
Dr. Ajulo emphasized that traditional leaders lack the legal authority to jail individuals for offenses such as theft, debt, or perceived disrespect. He clarified that the role of an Oba is to foster peace and offer mediation rather than acting as a law enforcement or judicial entity. He stressed that fair hearing protocols must be maintained and that any dispute resolution must be voluntary.
Regarding land disputes, the Commissioner urged monarchs to stop encouraging self-help, intimidation, or land grabbing. He advised them to refer such issues to established statutory bodies, including the Anti-Land Grabbing Task Force. The Commissioner reiterated that the Constitution does not classify the traditional institution as a fourth branch of government.
Instead, monarchs are encouraged to act as essential community intelligence sources, aiding security agencies in tackling kidnapping, cult activity, and illegal mining. Dr. Ajulo noted that their contribution to the state should focus on promoting investment, supporting youth development, and preserving cultural heritage while operating strictly within the bounds of the law.
